Act 123/1998 Coll. – INSPIRE transposition
The INSPIRE Directive is transposed by an amendment to Act No. 123/1998 Coll., on the right to information on the environment, published as Act No. 380/2009 in the Czech Republic.
The Ministry of the Environment of the Czech Republic hereby establishes the INSPIRE National Geoportal which will make available spatial data sets relating to at least one of the Annexes to the Directive to the general public.
Geoportal services allow users to search, view, and download data. Part of the geoportal is an e-commerce service to pay for providing data when charged. All data and services made available on the geoportal must have metadata completed in accordance with INSPIRE requirements. A license agreement for data provision should also be a part of the metadata.
Part of the amendment is also a proposal for a coordination infrastructure for spatial data. The Coordinating Committee for INSPIRE (KOVIN) is composed of representatives of central and local public administration bodies and interest organizations associating entities operating in the field of spatial data.

Ordinance 103/2010 Sb.
The Ministry of the Environment of the Czech Republic stipulates the decree:
  • spatial data themes;
  • conditions of use of spatial data services and spatial data sets;
  • scope of very large volumes of frequently updated data;
  • the deadlines in which the INSPIRE provider and other spatial data provider must establish metadata for spatial data sets and spatial data services and
  • a way of keeping records of public use and accessing spatial data.

Other amendments related to INSPIRE
Act No. 380/2009 also amended, in addition to Act No. 123/1998 Coll., Act No. 200/1994 Coll., on surveying, which is under the responsibility of the Czech Office for Surveying, Mapping and Cadastre.

The INSPIRE Registry provides a central access point to a wide range of centrally controlled INSPIRE registers. The content of these registers is based on the INSPIRE directive, implementing rules and technical guidelines.
Fing your scope The Find Your Scope application supports data providers with identification of the INSPIRE spatial data themes and spatial object types that are relevant to the dataset(s) they administer. This application is foreseen to be useful especially in situations when datasets fall under two or more INSPIRE data themes.
INSPIRE knihovna The INSPIRE Library contain the most recent versions of the INSPIRE Legislation, Technical Guidance and Framework documents.
